Background
Member authorities of the Consorzio dei Comuni Trentini regularly need legal, technical or procedural clarifications from the consortium's experts. Historically these requests came in via email, phone and informal channels: a dispersed, untracked flow that was impossible to monitor or analyse.
There was no way to know how many requests were in progress, how long responses took, or to consult previous cases on similar topics. The accumulated knowledge remained invisible and inaccessible.

The project
We developed a platform that centralises and governs the entire query flow: from submission by the authority, to internal assignment to consortium experts, to documented response, closure and archiving. Every query is categorised, prioritised and accompanied by a full communication history.
The system provides operational dashboards with metrics on response times and volumes by period, turning a previously invisible process into a measurable, continuously improvable management tool.
Results
Since the platform went live, the volume of queries handled grows steadily month on month, a sign of genuine adoption by member authorities, not merely a change of tool. Average response time is around 7 days, with simpler cases resolved in minutes. For the Consortium, what was once an opaque and unmanageable flow has become a transparent, measurable and progressively more efficient process.
